RCQC AD 2.20 LOCAL AERODROME REGULATIONS

2.20.1 AIRPORT REGULATIONS

Aircraft are not permitted to make a 180-degree turn on taxiway or apron. Aircraft are not permitted to make a 180-degree turn at runway ends except under special situation and with prior permission from ATC.
Cross Bleed Start is not permitted at the apron. However, under certain circumstances with permission of flight operation section of airport office, the pilot will be informed that the aircraft should be towed to a position paralleled to the assigned taxiway, then perform cross bleed start. Ground crew should keep alerted at anytime so that other aircraft movements will not be affected.
Every year from April 01 until September 30, except for special situation such as weather condition, aircraft loading or emergency, pilot should not request to use the opposite direction of runway-in-use.

2.20.2 LOW VISIBILITY PROCEDURES (FOR PILOTS' ATTENTION)

The weather criteria of low visibility is defined as RVR below 750M.
Pilots are expected to note the followings when taxiing during low visibility:
1. Pilots and aircraft operators shall constantly be aware that during low visibility conditions the movement of aircraft and vehicles on the airport may not be visible to the tower controller. This may prevent visual confirmation of pilot's compliance with taxiing instructions. Pilots shall, therefore, exercise extreme vigilance and proceed cautiously under such conditions.
2. When visual difficulties are encountered, or at the first indication of becoming disoriented, pilots shall immediately inform the controller.
Procedures:
1. Stage-one Low Visibility Procedures: RVR is below 750M
  1. ATIS broadcasts "Stage-one Low Visibility Procedures is in effect."
  2. Tower shall, in accordance with Air Traffic Management Procedure, issue progressive taxiing instructions to aircraft when necessary.
  3. Pilots (or agents) may request for FOLLOW ME guidance.
  4. Only one aircraft is allowed to operate on TWY E either north or south of TWY K2.
  5. The intersection of TWY E and TWY K2 is a compulsory Reporting Position.
2. Stage-two Low Visibility Procedures: RVR is below 550M.

黑翅鳶 Black-winged Kite	每年 5 月至 10 月份在早晨及黃昏時間出現 From MAY to OCT, Morning and dusk time	跑道、滑行道及草坪 RWY, TWYs and Grass	GND-60FT	體重約 198g，中型鳥類。 Around 198g weight, medium sized species.
